Mr Pema Thinley, from Radhi, Trashigang District, joined the Ministry of Agriculture and Forests of Bhutan on 1st January, 2005 having been successfully selected through the National Royal Civil Service Examination.

Recipient of the Prestigious Father Mackey's Scholarship in 2008. He has Masters of Philosophy in Policy Studies (Sustainable Development) from the School of Graduate Studies, University of New Brunswick, New Brunswick, Canada;  Post Graduate Certificate  in Development Management from the Royal Institute of Management, Thimphu and Bachelors of Science (Biology) from Sherubtse College, Delhi University.

He currently oversees three major projects under the Ministry in the capacity of  Project Manager (EU-Renewable Natural Resource Sector Support Program [Euro 4.7 Mn],  EU Technical Cooperation Project In Support of Renewable Natural Resource Sector [Euro 4 Mn] and Bhutan for Life Programme [multi party funding, USD 45 Mn]). He is also a core working team for many other projects beyond the Ministry, he was instrumental in the development of the Government's Performance Management System (GPMS) under the Prime Minister's Office and is also currently working for One Geog One Product initiative with the Queen's Project Office.

Author of many policy and development studies on food security, agriculture development, environment and biodiversity, climate change and Protected Area Systems.

Fluent in English, Dzongkha, Nepali and Hindi. He is 36 and married to Tashi Wangmo. He enjoys volunteering, reading, trekking, sports, music and drama.
